Of all 38 full-time universities and colleges housing 474,700 students (48,000 for post-graduate programs) in the city, 32 with a population of 402,700 students (post-graduate programs included) are under the administration of the National Ministry of Education or the Provincial Department of Education, and the other 6 with a total of enrollments of 71,900 are managed by the municipal education authorities. The gross rate of enrollment for university has reached 59.78% citywide. As modern technology is bringing about stable development for distance learning, there have been 44 national key universities, such as Beijing University, Tsinghua University and Zhejiang University, that founded their off-campus distance learning centers in Hangzhou. So far, they have admitted 16 thousand learners for the programs, an 39 thousand learners are doing their online courses and 13 thousand have graduated.
