Technology The governing authorities have been committed to executing an IT-based approach to modern education. With this in mind they are in the attempts to popularize smart education and encourage in-depth integration between information technology and education. They are working on promoting significant reform in school management and curricula provision to embrace the age of mobile internet, and as well enlightening teachers and students to adapt themselves to the rapid growth of the state-of-the-art technology. With an aim to apply the technology to the construction of a smart and learning-centered city, the municipal government is striving to share the high-quality resources to the public, make them accessible to everyone and upgrade the local education to a new rise. With the schools’ network inter-connected with that of the districts (counties) and the city, over 90% of local primary and high schools have access to the broad band of gigabytes, and multi-media facilities are configured for all classes around. Gongshu and Jianggan districts have spearheaded in covering the schools with wi-fi signals, and Gongshu district also took the lead as the first region accessible to a band of terabytes through fibers in China. Hangzhou No14 High School, Yuan Qing High School, Xi Hu Primary School and Sheng Li Primary School, accounting for 1/3 of the total in the province, are experimented for the national IT-based education program. The open courses, the interconnected observatory jointly managed by Hangzhou Senior High School and Aksu-based school in Xinjiang, the biological lab founded in Hangzhou No 14 High School, the digital class for fine arts initiated by Hangzhou No.7 High School, the virtual tour guide system introduced by Hangzhou Tourism Vocational School, and the artificially intellectual management system adopted in Yuan Qing High School… to name just a few. The city also ranks No.1 concerning the number of model schools that have introduced cyber campuses, including the 103 schools of municipal level and 29 ones of provincial level. The Cloud-in-Practice program applied to Hangzhou Electronic Information Vocational School, the flipped classroom in Xihu Primary School and the development of a network for teachers’ online training courses in Gongshu District are the three model cases winning the praise from the national Ministry of Education. Amidst the city’s subordinate administrations, Gongshu and Xihu Districts are on the list of the model counties (districts) for educational technology and facilities management within the province, and Shangcheng District was the national prize winner for its pioneering initiatives on the IT-based education approach.
