Go-Global Strategy
Based on the principles of advancing educational reform with further open-mindedness, and giving impetus to the modernity of education by proposing the Go-Global strategy, the municipal authorities are endeavoring for wider multi-national school partnership, consulting worldwide think tanks, building more schools in cooperation with foreign partners and schools for children of foreign nationals, fostering model schools of international partnership, upgrading the local educational reform and schooling quality, perfecting the educational service system, and cultivating local students with global visions. The efforts they made are aimed to meet the demand of urban development that requires people of multi-national academic background, of the industrial transformation and updating that request urban construction of higher level, and of the citizens for top-quality education from abroad. Of the prospering sister school programs, there have been 450 local schools partnering with schools from foreign countries, Hong Kong, Macao and Taiwan by sending 3,000 students on average every year overseas and giving hospitality for 3,000 to 5,000 students in 250 groups on average annually from abroad. The city also has put into practice the training programs for the local teachers by collaborating with Kean University, A&M University of Texas, the University of Queensland and Newcastle College. All senior high schools directly under the local educational authorities are staffed with foreign teachers to help offer more courses. As for the educational cooperation with foreign schools, there have been programs introduced to eight in total senior high schools since 2006, taking for 1/4 of the total in the whole province. With improving service provided for people of foreign nationality, the city boasts 4 schools enrolling children of the foreign families, in which curricula are offered to over 500 students from nearly 40 countries in their mother languages. All kindergartens, primary and high schools are open to the rest of the world, now accommodating around 800 students of foreign citizenship and some 2,000 students from Hong Kong, Macao and Taiwan. With a scholarship sponsored by the municipality for foreign students, there have been 934 students from abroad in local universities under the city’s authorities. The number accounts for 1.33% of the total enrollment. The first Confucius College founded by the city-level university is the one at Middle Tennessee State University in the sponsorship of Hangzhou Normal University. Hangzhou Foreign Language School and Hangzhou No 14 High School also took initiatives by offering their own Confucius Class in the United States.
